Bray's Better Enchantment Outlines

Fixed a bug that was causing outlines not to work with older versions of Minecraft that require CIT to function

Optifine or CIT Resewn required for Minecraft versions before 1.21.4!

Also backported functionality to versions of Minecraft where you can use Optifine, CIT Resewn, or another CIT mod
