Fix issues when running plugin on computers with locale set to other regions

Added should disable on ground and sprinting options to Jetpack Skill & enabled by default for Iron man

Fix not skipping children if plus ultra not installed - i.e fix broken heroes when plusUltraSkills is used.

Fix skills being broken when conditions are specified without SkillsLibrary installed. (Fixes broken Frozone etc)

Merged Sep's fix to King Midas. Fixed error parsing Floral Made language.yml more robust to not specifying a field.

Small performance improvement to ClimbSkill, bumped ConfigurationData version.

Switched over the main configs, language.yml, database.yml and config.yml to be loaded with Jackson rather than the old spigot built-in method. This should still be backwards compatibility, with the exception that defaultHero now needs an icon specifying (see the new default config). I've added a heroGainedSound property to all heroes, you can see an example in the new default zeus.yml as this was requested by someone in #plugin-help
