Update dependencies, small fixes over the past few months

• Uses Paper's dependency resolver, making the jar smaller.
• Fixes bug where when the economy mode was disabled, messages couldn't be set.

Fix a bug causing crashes when using Redis and proxy mode.

Add support for Vault or PlayerPoints

Add support for MySQL and Postgres

Changes:

• Rewritten in Kotlin with cleaner, more concise code
• Config options for wrappers changed from hello-wrapper-[left/right] to wrapper-[left/right]
• Placeholders different, check README for new ones
