Added the /glow command so players can disable, enable, toggle, or check their glow state.

Changed

Only players with glow enabled are assigned glow colors, and their preference now persists in the Fabric config folder.

Replaced the Fabric template metadata and scaffold files with the current GlowPlayers mod behavior.
