Windchimes

This is an emergency bug fix update. Anyone playing with Create mod is advised to update immediately.

• Fixed a crash loop that would softlock worlds, caused by create mod, which, in its infinite wisdom, decided that removing a block's blockentity without removing the block is a good idea.

• Use Quilt tooling. Hopefully this should make updating and dealing with gradle a lot less painful.
• Make copper chime recipe balanced with other recipes.

Fixed a bug where sounds wouldn't play in multiplayer and would throw a caught NullPointerException on the client. Thanks, Abbanon for reaching out!

• Added the ability to interact with the chimes: right click them to make them chime
• Improved the animations a little
• Fixed a bug where chimes would never chime quietly (or rather, not loudly)
• Nerfed the recipes to give one chime on craft
