Temperature API

Added room temperature + insulation. (Creates a offset from the outside and room, vanilla blocks have defaults, see wiki how to add your blocks insulation value)

Early alpha version of temp API for minecraft 1.21.11

This has been tested somewhat, the game boots, and the API debug commands work, so everything should work.

Fixed half block blocking block temperature

Fixed BodyTemperatureAPI not handling bodytemperature reheating correctly when outside the normal comfortable range.

Fixed debug commands able to be used as a non-op. Forgot todo this lol.

So now ppl can't just set their body temperature without proper authorization.

Added Is outside API.

Also added directional aware for the is outside API.

Added standardized tooltip handling.

This is able to be disabled if you wish. Otherwise leave enabled for cross compat with other mods.

Revamped the resistance API. Check wiki on the new usage.

Fixes BlockThermalAPI line of sight bypass if one face is exposed on a one directional heat / cold source. (Also will probably fix if one side of a ommidirection source is exposed preventing block passthrough in those situations as well.)

Additional tweaks inside of BlockThermalAPI. Check the wiki to see newly added Directional usage.

Fixed BodyHealthAPI not calculating bodies temperature change correctly.
