Simply Swords Battle Standard Tweaks

Added ReBalance mod compat to Battle Standards:

• Battle Standards now properly scale with the custom PvP damage multiplier value
• ReBalance config reloads are now supported without restarting the game.

• Added a config option to toggle Battle Standard healing (balancing purposes)
• Fixed Enigma's banner damaging the player after using Tempest's ability (last version not published here, oops!)

Fixed a small bug that lets the banners give you higher effect amplifiers if you already have a higher amplifier then the banner's maximum

Fixed conflicts between my other projects
