Changed how we remove the technical custom enchantments used by the maces

Added #wtm_maces:enchanting_block block tag. (If you are a datapack, plugin or mod developer and has added a block to enchant items consider putting it in this tag.)

Basically, if your in a 5 block radius of any blcok with the #wtm_maces:enchanting_block block tag the mace will have its custom enchantment removed so it can be enchanted like normal.
