Changed 'Tab Forces Locator Bar' config to 'Tab Display'

The config now has 3 options:

DEFAULT: The default behavior. Pressing TAB does nothing

TAB_FORCES: The locator bar will always appear when pressing TAB

TAB_ONLY: The locator bar will only appear when pressing TAB

Reworked configs to use PneumonoCore config system

This is backwards compatible with existing configs

Added Config Screen, accessible through Mod Menu

Changed mod environment in FMJ to client

PneumonoCore is now a dependency of this mod!
