Exposed a wireless frequency integration API for external mods, including frequency binding access, frequency metadata queries, transmitter position queries, and reuse of the frequency selection, creation, and member management UI.

Limited the connection range of overloaded wireless connectors, with new configuration entries and localized tooltip text.

Fixed client/server result mismatches for Mysterious Cells by storing the world seed in item NBT.
