/tc reload now has an additional argument: forceReload, a boolean value of which can be determined if the admin wants or not to reload and force cache reloading whitout changing the setting in the main config file.

Fixed error throwing if rarities are missing from tcg config file.
Fixed global glint setting in settings.glint-name.enabled. And added in wiki documentation the enabled setting.
