Mobs are actually blocked from spawning
Add configuration for disabling recipies
- enable_base_recipes affects the recipie to create light blocks in a crafting table
- enable_level_recipes affects the stonecutter recipie that changes the level of the lightblock item
Fixed worldguard not being able to block light block breaking
