Bug fixes, mainly fix the server connect issue on mc 1.21.1.

Fix dimension payload register issue that causing client cannot connect to server which both installed SFCR on mc1.21.1 (affected both on fabric & neoforge).
Fix client command /sfcr (use to open configScreen) no functioning on fabric-1.20.1, 1.21.1.
Fix server command will override by client command when connect to a server.
- client command /sfcr now rename to /sfcrconfig to prevent that issue.
Fix config will meaningless reload when open createNewWorld screen & connectingServer screen.
Fix server config forgot to save after server command callback.
Fix cloudHeight will get infinity increased when open & close configScreen continuously.
Remove biomeDetectUseLoadedChunk option cuz it useless.
Slightly improved threshold calculation.
Mod icon update & other small fix.
