/gamerule lunarEventsChance . New game rule that affects on chance of Blood or Blue Moon rise. Default number is 100 what means 1% chance of events to start. It's not 1 or 0.01 because game rules can't get non-integer numbers
Slightly changed the work of Lunar Events setting. Now it checks not if it's the day but the world time. It should fix events setting right after rise on servers
